The European Cosmetics & personal care market is valued at €79.8 billion and is the largest globally (CosmeticsEurope.eu), and despite a view that this market is relatively unregulated there are a number of legislative requirements required before such products can be placed on the market. The cosmetics industry spends over €2.35 billion on R&D, suggesting the industry is invested in developing efficacious products that delivery for the consumer.

As part of delivering those products to the consumer business must be in compliance with European laws (Regulation (EC) No 1223/2009) by ensuring all ingredients are safe, manufactured in accordance with GMP standards, ensuring claims are not misleading (Regulation (EU) No 655/2013), correctly labelled and notified prior to placing the cosmetic on the market.

With a reputation in food law and also novel foods which rely heavily on the safety profiling of ingredients Dr Mark Tallon is well placed to offer a seamless and high-quality perspective to the compliant sale of cosmetics across the EU. Dr Tallon is a Fellow of the Royal Society of Medicine, Biology and is a Chartered Scientist. Outside of his doctorate in nutritional biochemistry (Southampton University) and 2 law degrees (De Montfort and Kings College ‘School of Law’, London) and a Postgraduate Diploma in Intellectual Property law and practice (Faculty of Law, University of Oxford).

Dr Tallon has also undertaken intensive globally leading training in Cosmetics regulations and toxicology including:

  • Advance course on ‘Safety Assessment of Cosmetics in the EU’ under Professor Rogiers at VUB Universiteit, Brussels Belgium.

  • Global Safety Assessment for Cosmetic Products course from the RWTH International Academy & RWTH University- AACHEN is a 12 month program under leading cosmetics experts such as Dr Martin Yildiz, Dr Streussmann, Dr Rossow and others.

  • Toxicology for the Non-Toxicologist & Chemistry for non-chemists (CPD)
